NSC Unveils Comprehensive Maritime Reform Plan to Streamline Port Regulation and Cut Logistics Costs.

The Nigerian Shippers’ Council (NSC) has rolled out a strategic proposal to establish a unified regulatory framework aimed at overhauling Nigeria’s maritime sector. Presented at the 2025 AMJON Conference, the plan seeks to harmonize port operations, reduce overlapping agency functions, and boost efficiency through digital integration and legal reform.
Dr. Pius Akutah, Executive Secretary/CEO of NSC, emphasized that the current fragmented port system—marked by excessive inspections, manual processes, and regulatory overlaps—is a major factor behind Nigeria’s low ranking (130th out of 139) in the World Bank’s Logistics Performance Index.
Key elements of the reform include:
- Codified and transparent regulations
- Digital single-window systems and blockchain use
- Quarterly stakeholder roundtables
- Monthly performance scorecards
- A proposed Maritime Economic Tribunal
- Passage of the NPERA Bill to solidify NSC’s authority
The NSC also proposes the creation of a Port Community System (PCS) to digitally connect all stakeholders, mirroring successful models in countries like Ghana. The Council argues that these reforms are essential not just for efficiency but for economic growth, aligning with global trade facilitation standards.
The initiative is a call for cohesive, tech-driven regulation and stakeholder collaboration to reverse inefficiencies and unlock Nigeria’s maritime potential.
